42 U.S.C. § 1983 is a federal law that facilitates lawsuits for perceived violations of an individuals constitutional rights. According to 403 U.S. 388; having a reporter accompany and record the process of executing an arrest warrant amounts to a violation of the constitutions fourth amendment. This is supported in 403 U.S. 388 and the fourth amendment further specifies that the actions of the arresting officers be in tandem with the purposes specified as the objectives of the intrusion in the authorization by the warrant. 445 U.S. 573, 602 604 for Payton vs. New York also further solidified this.
