The rules form part of the constitution of the land, they urge members of the society to advance the public interest reinforce social fairness, express commitment to duty and promote ethical organizations.
Pension paddling is the practice of manipulating salary and overtime payments to acquire overstated pensions at the expense of taxpayers (U. S Office of Government Ethics, 2011).
