The Court clarified the approach that must be used when determining the appropriate response where procedural rules conflict with each other.

Failure to include parents at the IEP meeting violates the IDEA procedural requirement and invalidates the IEP. The Court held the involvement of the parent in the creation of the process. Emphasis by the Court was that unless parents affirmatively refused to attend, they must be included in the IEP meeting.
