The federal government organizes most of its resources and capabilities and those of the some private sector as well as the non-governmental organizations under Emergency Support Functions (ESFs). These ESFs align categories of resources while providing strategic objectives for their use. Every ESF has an ESF coordinator, Primary agency, and a support agency to facilitate efficient response to incidents.

Finally, the ESF coordinators for this function are department of the national protection and programs/ cyber security and the national communications systems. The primary agencies include the ESF coordinators and Federal emergency management Agency (Homeland Security, 2008). The support agencies include the federal departments of commerce, defense, interior, and forest services among other agencies.
